At the federal level, Congress has enacted a dramatically narrower definition of lawful hemp that is scheduled to take effect on November 12, 2026. North Carolina legislators are considering whether to adopt an extremely restrictive new bill surrounding hemp, while Virginia, South Carolina, and Tennessee are pursuing substantially different approaches themselves.
